Yes, you can!

Tap the "backgrounds" icon in the bottom of your app to bring up the "Backgrounds" menu, then tap the "Photos" icon:

You'll be taken to the "Camera Roll" in your Photos app where you can choose a picture from your saved Photos.  Select a picture and it'll automatically how up as your background.  Now stamp, doodle and stencil away!
